The Shanghai-listed firm and its JV partner, CRH China Northeast Cement Investment Co Ltd, will increase the registered capital of the JV in proportion to their shareholdings. Jilin Yatai will inject RMB 172.42 million and the other partner will invest funds equivalent to EUR 60.58 million. Following the capital injection, the JV will have a registered capital of RMB 2.98 billion. CRH China Northeast Cement Investment is a wholly-owned subsidiary of CRH Plc, an Irish building material group formerly called Cement-Roadstone Holdings Plc. Consumers on taobao can give feedback ratings and comments on merchandise they receive after the deal is completed. The ratings are categorized good, medium and bad. A rating of "good" will produce more click ratios and increase sales, while a "bad" rating can be a seller's nightmare. Bad rating professionals can literally put an online seller out of business. Zhang Ningqian, a Shanghai-based shopkeeper selling prepaid rechargers for cell phones on taobao.com, said she encountered a feedback blackmailer last week. "The buyer said he didn't receive the product and asked me to return the money and compensate him, otherwise he'll give me a bad rating. I didn't give in, so I got the first bad rating I've had since I opened the shop," she told the Global Times, noting that bad rating professionals are not rare on the Web. She said blackmailers usually target shops with a 100 percent good rating because the owners want to maintain a good record and will spend an extra 50-100 yuan ($7.3-14.6) to make the extortionists go away. "I called the customer service office of taobao several times but they won't change the bad rating once it's submitted," she said, adding that she now thinks she should have given in to the blackmailer's demands. "I'm actually a little bit regretful that I didn't give him the money," she said. "Taobao has a lot of considerations for consumers' rights, but it's quite weak in protecting the rights of sellers," she added. According to the Chongqing Evening News, negative feedback professionals order online merchandise, then complain that the products were never received and demand that their money be refunded. The blackmailers threaten to give the seller a bad rating unless the shop owner also pays a "compensation." Most of the extortionists are experienced in online shopping. Some of them were online shop owners in the past and know how vulnerable the sellers are to bad ratings. The professionals could earn several thousand yuan a month. "We've noticed this phenomenon and it's not permitted to blackmail sellers with threats of bad ratings," said a staff member at taobao. "If sellers have enough evidence we'll delete the bad rating." Taobao suggests that shop owners save all records off correspondence with bad ratings professionals as evidence of blackmail, then wait for taobao to decide the case. Attorney Liu Yuanlü of the Chongqing-based Jinma Law Firm said that if bad ratings professionals seek to make money by defaming the reputation of online shops, their behavior violates the sellers' rights. It is a scene of thriving business. In 2008, Chongqing Municipality achieved 14.3 percent GDP growth. The region yielded 12.6 percent growth from January to June of this year, and is set to see an estimated 14 percent GDP increase for the whole year. "Though we're still faced with many difficulties, Chongqing's economy has pulled itself through a mild winter and a warm spring, and has come into the height of summer," said Yang Qingyu, Director of the Development and Reform Commission of Chongqing. Standing up Chongqing, despite its insulated location in China and less dependence on export, was no safe haven against the global financial crisis and could not escape from being affected as a longtime heavily industrial city. Industrial giants Chongqing Iron and Steel Group and Chongqing Machinery and Electronics Group, both state-owned enterprises (SOE) with more than 10 billion yuan ($1.47 billion) of yearly sales revenue, have seen their operating revenues and profits plunge. Motorcycle exports nosedived to 93,000 per month in February, the lowest single month of sales since February 2006. "The first quarter of this year has been the most difficult for Chongqing's industrial and economic development than any other time in the past 10 years," said Wu Bing, Director of Chongqing Economic and Information Technology Commission. Shortly after the Spring Festival, the Chinese lunar new year that fell on January 26, the speed of the fall slowed in the added value of Chongqing's large-scale enterprises, and growth returned in the ensuing months. In January, the figure decreased by 3.7 percent compared with the same period last year, and increased by 6 percent in February, followed by 8.8 percent growth in March, 11.2 percent in April, 12.3 percent in May and 13.7 percent in June. The economy's rapid rebound is also attributed to precautions put in place in Chongqing before the crisis and a vigorous response once the trouble started. In March 2008, Chongqing issued seven measures to stimulate economic growth after a fact-finding trip to the coastal areas of Guangdong, Shanghai and Zhejiang. In September, officials introduced five policies to thwart economic decline and in November, they unveiled a three-year investment plan worth 1.5 trillion yuan ($220 billion). The A3 car model to be made in Taiwan is available in hatchback and notchback versions and has three engine options, 1.6, 1.8 and 2.0 liters. The model earlier this month passed a crash test at Taiwan's Automotive Research & Testing Center (ARTC), paving the way for the auto maker to enter the local market. Shengrong Auto, the exclusive agent for Chery on the island, plans to invest heavily to boost its annual production capacity to 100,000 units at most, and the two sides are also likely to jointly develop all new models in the future. Chery, which is famous for its tiny subcompact QQ model, last year sold 356,000 vehicles, less than its sales target of 480,000 units. This year, the auto maker aims to sell 419,000 vehicles. The auto maker is also the country's biggest car exporter. It plans to export 156,000 vehicles this year, up from 135,000 units in 2008. The carmaker's third plant will have an annual production capacity of 300,000 vehicles and will help meet the increasing demand for vehicles in China, said sources. Hyundai plans to start building the new plant next year and finish it by the end of 2012. The car maker may also buy a Chinese car maker, perhaps in response to the Chinese government's incentives to consolidate the country's auto industry, according to sources. Beijing Hyundai Motor Co Ltd, a 50:50 joint venture with Beijing Automotive Industry Holdings Corp, currently has two plants with a combined capacity of 600,000 units. Sales at the JV jumped 56% year on year to 257,003 units in the first half of this year. It earlier raised its sales target for 2009 to 400,000 units from 360,000 units, up from 294,506 units in 2008. In July, Beijing Hyundai Motor again raised its China sales target for 2009 to 450,000 units, up a further 12.5%, as the government stimulus measures may continue to boost domestic demand and as the carmaker plans to introduce new models, China Knowledge reported earlier. Yi said in a statement on its website that Chery's monthly sales in January hit more than 35,000, becoming the best domestic auto seller. The Chinese government has issued new policies to encourage consumers to buy low-emission vehicles by offering some favorable polices on such cars purchases, say tax cuts. Besides, the government will also provide financial aid for domestic automakers and encourage them to develop self-owned brands. Chery and Geely Automobile Holdings Ltd<175>, which focus on the lower-end segment, are expected to benefit from the newly-issued stimulus policies. Chery, which is famous for making the country's best-selling compact sedan QQ, posted a decline of 6.56% in car sales last year due to the weak demand amid the global economic recession.

HTC, the owner of the world's fourth-largest smartphone brand, expects that its handset shipments will show a double-digit increase this year from 2008 due to the growing popularity of its smartphones, Chou said in July. China Mobile Ltd<0941><CHL>, the country's largest telecom operator, said it would team up with Taiwan's HTC Corp to develop an OPhone to run the Open Mobile System platform and compete with Apple Inc's iPhone, Chairman Wang Jianzhou said in August, China Knowledge reported earlier. The benchmark Shanghai Composite Index, which covers both A shares and B shares on the Shanghai Stock Exchange, decreased 2.11% or 72.17 points to close at 3,356.33 points after fluctuating between 3,419.74 and 3,309.61 points. The Shenzhen Component Index on the smaller Shenzhen Stock Exchange shrank 2.08% or 286.97 points to 13,495.97 points, after touching an intraday low of 13,268.3 points. Decliners in the Shanghai market outnumbered gainers 608 to 203, while 43 were unchanged. Aggregated turnover on the two bourses was RMB 329.21 billion. The figure reflects 22% growth compared with imports in the same period of last year, and 6.2% growth from the 529,156 tons imported in August, said the GAC. In the first nine months of this year, the country's copper concentrate imports were 4.69 million tons, up 20% year on year. In September, China's refined copper imports were 282,828, up 152.11% year on year. In August, China imported 219,731 tons of refined copper, 152.08% more than last August. China's import and export value in September decreased 10.1% year on year to US$218.94 billion, comprising import value of US$103.01 billion and export value of US$115.93 billion, down 3.5% and 15.2% from a year earlier, respectively, according to an earlier report from China Knowledge.
